DSA proposes new two part test

New riders could face a new "dual module" test.

A two-part modular test would introduce a step-by-step considered approach to riding a motorcycle and offer the candidate time to absorb each separate important stage to learning.

The Driving Standards Agency has proposed changes to the existing motorcycle test which will see it split into two separate modules.

Under the new proposals, the test will be split into two separate modules that will be taken independently from each other.

Module 1 will involving a series of manoeuvres undertaken at test centres to test a rider’s hazard perception and bike control at 50km/h whilst Module 2 will include an eyesight test and up to 35 minutes of in-traffic riding to assess the rider’s ability to safely interact with other road users.

Riders must pass Module 1 before being permitted to take Module 2 and both modules must be taken on the same class of bike and within a 24 month period.

Should a rider fail Module 2, they will not be required to re-take Module 1 provided that they pass the second part of the test within 24 months of passing the first.

The current motorcycle test fee will remain unchanged in March 2009 even if the new proposals are implemented, with the current price being split across both modules. The proposed fee split is £10 for Module 1 and £70 for Module 2 although this will increase in October 2009 to £15.50 and £75 respectively as part of the DSA’s already agreed price increase.

The DSA, which recently postponed plans to implement changes to the motorcycle test amid criticism over the delays of “super” test centres, is welcoming feedback from the public on the proposals during the consultation period which ends on 9 January 2009. DSA’s Chief Executive Rosemary Thew claimed that the changes will help to reduce the number of biker fatalities on Britain’s roads.

“Statistics show that motorcyclists are the most vulnerable road users - they make up just 1% of road traffic, but account for 20% of road deaths.

“A two-part modular test would introduce a step-by-step considered approach to riding a motorcycle and offer the candidate time to absorb each separate important stage to learning.

“The new test may also offer a long term solution in terms of service provision for both the agency and the industry. I hope motorcyclists will consider these proposals and give us their views.”
